ACE to Hold Elections for Negotiating Team, Executive Board |
The current contract will expire on June 30, 2012. It is time to elect the next ACE Negotiating Team.
The election process has started. Any ACE member in good standing may be nominated or may self-nominate. Current negotiators remain on the Team until the contract expires in June 2012; they also are eligible to run in the upcoming elections.

Looking Ahead
Later this spring, ACE will hold elections for three seats on the Executive Board. The open Board positions will be 2nd Vice President, Secretary, and Treasurer.
The 2nd Vice President represents ACE in political and legislative arenas and is in charge of ACE elections. The Secretary gives notice of meetings and records all minutes of Executive Board and General Membership Meetings. The Treasurer is responsible for maintaining financial records and managing the financial affairs of ACE.
The entire Executive Board meets at least once per month to make decisions about the direction and actions of the union. The Board addresses grievances and concerns; makes financial decisions; ensures ACE representation on district committees; meets regularly with the ASD Superintendent and administration; works closely with our state federation (APEA), our state political committee (EPIC), and national AFT; engages with other unions within and outside of ASD; and oversees the everyday workings of the union.

Jennifer Palinko is ACE’s New 1st Vice President |
We welcome Jennifer Palinko, Safety/Security Specialist at Wendler Middle School, as
ACE’s new 1st Vice President. Per the ACE Constitution, the Executive Board has appointed Jennifer to this position. Jennifer replaces outgoing ACE 1st Vice President Mike Groeneveld, who recently resigned. Mike and ACE President Duane Moran work in the same department, AV Services. Having both of them absent at the same time for ACE Board meetings and functions was a hardship for the department. Mike will continue to serve as ACE’s representative on the ASD Health Benefits Committee. Thank you, Mike and Jennifer, for your service to our members.

Anchorage Council of Education Wins AFT
Innovation Fund Award |
ACE/APEA/AFT Local 4425 has won a national grant award for our innovative Graduation Coach Project. The goal of the project is to increase student achievement and raise the high school graduation rate through developing the role of graduation coach as an essential support staff position in high schools. ASD’s Graduation Support Coordinators (aka graduation coaches) are ACE members. They are support personnel who identify students at risk of dropping out and help them succeed in high school.
The Innovation Fund award was announced on July 10, 2010, at the American Federation of Teachers (AFT) national convention in Seattle, Washington. ACE was one of eight recipients nationwide, and the only PSRP local among the winners. (PSRP = paraprofessionals and school-related personnel).
The AFT Innovation Fund is the first union-led, private foundation-supported effort that provides grants to AFT affiliates nationwide to develop bold education innovations in public schools.

Candidate Forum - With
four school boards seats to be filled and selection of a
mayor for Anchorage, it is critically important that we
all make informed choices when we vote on Municipal Election
Day, Tuesday, April 7th. To help members become familiar
with the candidates, Anchorage Council of Education/Alaska
Public Employees Association in conjunction with the Anchorage
Education Association is sponsoring a candidate forum. This
will be an excellent opportunity to meet the individuals
who will have a significant impact on your job and on the
entire community.

Congratulations!
Duane will now begin his third two-year term as ACE President.
Russell, a member of the ACE Negotiating Team, is new to
the ACE Executive Board.

Two ACE members are running for the office of ACE
President. They are the incumbent, Duane Moran, and the
challenger, David Schauer. We also have two candidates for
1st Vice President: Joel Carter and Russell Jackson. All
four candidates have prepared campaign statements which
have been mailed, along with the election ballots, to all
members.

ACE to Hold Spring 2008 Elections for President and 1st
Vice President
Nominations for President and 1st Vice President will
open on March 24, 2008. Any ACE member in good standing
may be nominated or may self-nominate. Nominations may
be sent to Corinne McVee, Ace 2nd Vice President, or to
Shirley Wolff (see contact information on this page).
The office of President, with a two-year term, is responsible
for the day to day affairs of ACE. The President chairs
the Executive Board, carries out the directions of the
Board, serves as a delegate to state APEA and national
AFT conventions, and is the main point of contact for
ACE.
The office of 1st Vice President, also with a two-year
term, is responsible for assisting with grievances and
organizing the negotiation committee. The 1st Vice President
will fill in for the President in his/her absence. See

ACE’s Negotiating
Team was elected on March 5, 2008, from a list of twelve
very strong candidates. The team represents the diverse
nature of ACE. Together these members bring a wealth of
knowledge and experience to the bargaining table. Their
actions will be shaped by member input, and enhanced by
individual strengths of each team member. Our team members
bring such assets as prior leadership experience with
ACE and other unions; past service on the ACE Board or
negotiating team; and graduate coursework or training
in conflict resolution, negotiating, data analysis, and
worker health and safety.
The team will undergo training
in April, provided by APEA. Stay tuned for news on how
you can support the team by serving on the Negotiating
Committee, and for upcoming bargaining surveys and input
meetings.

Officer Elections - Agreement Ratification
Ballots were counted at the General Membership meeting on
Tuesday, May 15, 2007. We are pleased announce Corinne McVee
was re-elected as your 2nd Vice President, Sharron Harris
was re-elected as your Treasurer and Merri Kae Vanderploeg
has been elected as your new Secretary. ACE welcomes back
the returning officers and offers a special welcome to Merri
Kae.

RETIREMENT
(UPDATE MARCH 2006)
ACE and the District signed a Letter of Agreement to clarify
Annual Leave Days and Non-Work days for bargaining unit
members on extended leave and members retiring. This agreement
will normally involve only members that are retiring midyear.
Employees eligible for actual PERS/TRS retirement who give
three work months advance notice, or employees who are on
an approved extended leave of absence for any reason, shall
have their calendars adjusted to reflect non-work days as
annual leave days, for as many days as they have earned
annual leave days. In the event the employee does not have
efficient earned annual leave days to cover their non-work
day usage, the days will be calculated as non-work days.
